These plans detail the analysis we aim to publish on the topics of health, disability and unpaid care in the first year of the Census 2021 analysis programme. They also include a description of the analysis we plan to do in following years. We will provide any updates to these plans after user feedback and further research and testing of the data. We plan to start publishing articles from the end of January 2023. We will provide the publication dates of the analytical articles on the release calendar in "Upcoming releases". We intend to confirm publication releases four weeks before publication.
These plans do not incorporate analysis in response to the coronavirus (COVID-19) pandemic. Analysis on this topic will be published in response to changing policy needs for these data.
Planned publications for 2023
Unpaid care and geography: national and local authority comparisons
This analysis will look at variations in unpaid care by protected characteristics across England and Wales. It will examine national, local and regional level geography, and health geography. It will make reference to their relationship with deprivation and consider time trends to assess for the presence of inequalities in the provision of unpaid care.
Disability and geography: national, regional and local authority comparisons
This analysis will focus on the geographical differences in disability rates in the population in 2021, in comparison with previous census data. It will start with national comparisons for England and Wales, then focus in on regional and local authority comparisons.
General health and geography: national, regional and local authority comparisons
This analysis will focus on the general health of the population, based on the self-rated general health question from Census 2021. It will examine geographical differences in the health of the population from 2021, in comparison with previous census data. The analysis will start with national comparisons for England and Wales, then focus on regional and local authority comparisons.
Life expectancy in care homes
This analysis will look at life expectancy for care home residents compared with the non-resident population, using Census 2021 data. It will provide an update to analysis that was published from the 2011 Census estimating life expectancy.
Life expectancy of unpaid carers
This new analysis will look at life expectancy for unpaid carers compared with people who do not provide unpaid care, using Census 2021 data. It will include the average number of years unpaid carers are expected to live beyond their current age in England and Wales.
Unpaid care expectancy
This analysis will focus on unpaid care expectancy (UCE) estimates and the average lifespan spent as an unpaid carer. It will use Census 2021 data and life expectancy data.
Disability in England and Wales in 2021: protected characteristics
This analysis will explore the prevalence of disability by protected characteristics.
Unpaid care and health: self-reported general health
This analysis will act as an extension of a study from 2011 Census data looking into the prevalence, composition and health of young unpaid carers in England and Wales.
Disability and health in England and Wales in 2021: deprivation
This analysis will focus on self-rated general health and disability by local authority area deprivation. It will draw comparisons with previous census data.
Unpaid care and economic activity: employment and socioeconomic outcomes
This analysis will examine the relationship between unpaid carers and the formal employment economy. It will aim to assess the financial impact of unpaid care on the individual and society.
Health state life expectancy by local area
This analysis will estimate the years lived in various health states, for local areas of England and Wales. It will use data from Census 2021 and mortality data from 2019 to 2021.
Unpaid care and geography: variations in paid and unpaid care
This analysis will assess the relationship between paid and unpaid care across England and Wales.
Disabled people living in communal establishments
This analysis will look at data from residents in communal establishment. It will provide insight into the characteristics of disabled people living in communal establishments.
Proposed publications for 2024 and beyond
In future publications, we will provide more detail about the unpaid care population. Focusing on specific sub-populations such as young unpaid carers, we will carry out this analysis using linked datasets to understand more about the interplay between:

economic outcomes
Our research will also include analysis of outcomes for disabled people, such as education and employment, and linked health data and mortality analysis on sub-groups of the population.
