This classifies a person as being able to "Read Welsh". They may have also ticked one or more of the following:
- understand spoken Welsh
- speak Welsh
- write Welsh
In results that classify people by Welsh language skills, a person may appear in more than one category depending on which combination of skills they have.

Comparability with the 2011 Census
What does highly comparable mean?
A variable that is highly comparable means that it can be directly compared with the variable from the 2011 Census. The questions and options that people could choose from may be slightly different, for example the order of the options may be swapped around, but the data collected is the same.
