Thank you for your freedom of information query asking about the employment/unemployment/lay-off data for offshore UK Continental Shelf (offshore) from 1970 till 2018 and the breakdown of group of workers laid-off e.g. executives/management, technicians, inspection and maintenance workers, contractors, etc.

Unfortunately, we do not currently hold any Annual Population Survey (APS) or Labour Force Survey (LFS) tables showing the employment/unemployment/lay-off data for offshore UK Continental Shelf (offshore) from 1970 till 2018 or the breakdown of group of workers laid-off e.g. executives/management, technicians, inspection and maintenance workers, contractors, etc. However, you can find LFS quarterly statistics regarding people in employment who work in the Mining, energy and water supply industries from 1997 to 2018 at;

https://www.ons.gov.uk/employmentandlabourmarket/peopleinwork/employmentandemployeetypes/datasets/employmentbyindustryemp13

Moreover, LFS quarterly statistics regarding unemployed people whose last job was in the Agriculture, forestry, fishing, mining, energy & water industries from 1995 to 2018 can be found at;

https://www.ons.gov.uk/employmentandlabourmarket/peoplenotinwork/unemployment/datasets/unemploymentbypreviousindustrialsectorunem03

Even though the LFS does not sample people offshore some information about them might be available from family members who have been sampled. We do provide a bespoke service for analysis. The request for the above information might be obtained from the customer services team of ONS Social Surveys Division. Special extracts and tabulations of data are available to order (subject to legal frameworks, disclosure control, resources and agreements of costs, where appropriate). Such enquiries should be made to socialsurveys@ons.gov.uk.

As this information is already available to you via this route, we considers that s.21(1) applies to this request and the information does not have to be supplied under the terms of the Freedom of Information Act. S.21(1) is an absolute exemption and no consideration of the public interest test needs to be applied.

Another route would be to access the LFS or the APS datasets at the UK Data Service if you are able to run your own analysis. You can access anonymised datasets from the UK Data Service.

Details of how to access the data can be found here - http://ukdataservice.ac.uk/get-data/how-to-access.aspx

Data can be downloaded free of charge for non-commercial purposes but if charges are applicable, you will be notified during the ordering process.
