On Friday 14 December 2018, the Government published the White Paper: Help Shape Our Future: The 2021 Census of Population and Housing in England and Wales https://www.gov.uk/government/publications/the-2021-census-of-population-and-housing-in-england-and-wales. The White Paper lays out the UK Statistics Authority's proposals for the conduct and content of the 2021 Census and includes the Office for National Statistics' (ONS) recommendations.
The 2019 Rehearsal questionnaire has been published ahead of the Census Rehearsal which is now underway https://census.gov.uk/help/languages-and-accessibility/accessible-formats/,and includes the proposed questions relating to ethnicity and national identity. Following the Rehearsal we will analyse the results to determine any insights from the questions asked in the Rehearsal. We will continue to engage with stakeholders if a need for further development is identified.
The final topics and questions to be included in the 2021 Census will be put before Parliament for approval, in the form of a Census Order and Regulations in 2019/2020.
