I would like to request the average age of first-time mothers and fathers in England for the period from the year 2000 to 2019.

We are responsible for publishing births statistics for births registered in England and Wales. Figures are compiled from information supplied when births are registered as part of civil registration, a legal requirement.
Following a search of our records available to date I can confirm that we do not currently hold the precise information you have requested.
However, we provide statistics on the average age of mothers and fathers of all babies in England and Wales in figure 2, section 4 of our Birth characteristics in England and Wales bulletin. We also produce standardised mean age of mother by birth order in England and Wales which is available in table 4 in Births by parents' characteristics publication. Please note, that the most recent year for which these statistics are currently available is 2017. Data for 2018 will be available on 6 December 2019.
Furthermore, we might be able to create what you have requested, or something similar, as a bespoke analysis. Any such analysis would be outside of the Freedom of Information regime and would be subject to legal frameworks, disclosure control, resources and agreement of costs where appropriate (see ONS charging policy).
