We said
The Office for National Statistics (ONS) maintains two Travel and Subsistence systems, one for office based staff and the other for field staff. Both databases are very large and contain personal information. We have provided high level detail by type of payment for 2014/15 as well as overall totals for 2012/13 and 2013/14.
We are withholding all of the personal information from the databases under s.40(2) of the Freedom Of Information Act (FOIA). This personal information includes individual names of staff. Although staff at a senior level would have an expectation that their expenses be made public, at a lower level, colleagues would not have the same expectation and it would therefore be unfair to disclose this information. Information regarding grades and job titles is not held within either database. It is not practicable to transfer or reformat the remaining level of information requested from either database and this would exceed the cost of compliance as set out under s.12 of FOIA. We are not obliged to create or adapt a dataset or provide an extract from it where to do so would involve disproportionate effort.
