I had the privilege to read your work titled, UK Business Enterprise Research and Development Survey, Quality and Methodology Information paper, December 2014 (PFA the document). In page 5, Sample and Design, it's mentioned 'a list of approximately 31,400 UK businesses is used as a sampling frame,' I'd be very grateful and thankful if you could guide me in the direction where I can get the list of those 31,400 UK businesses used for sampling.

You have asked for the list of businesses that form the Business Enterprise Research and Development (BERD) sampling frame. The BERD sampling frame is collated from various sources, including our Annual Business Survey and our UK Innovation Survey, where businesses responding positively to Research and Development related survey questions are added to the BERD sampling frame.
We are unable to release these data as they are confidential. s.39 of the Statistics and Registration Service Act 2007 states that personal information held by us (including information that identifies a body corporate), must not be disclosed. We are also prohibited from releasing details relating to specific businesses in accordance with the Statistics of Trade Act 1947. s.44 of the Freedom of Information Act prohibits the disclosure of information if it is prohibited by any other enactment.
