​Please could you provide statistics on how the off-payroll (IR35 rules introduced in April 2017) have affected contractual relationships in the public sector? Are fewer individuals in the public sector now using intermediaries due to the legislation, and classifying themselves as workers instead?

Thank you for your enquiry, but unfortunately we do not have the information that you have requested.
The statistics that we produce on public sector employment (PSE) rely mainly on data collected from the Quarterly Public Sector Employment Survey and, while PSE is a quarterly measure of the number of employees in the UK public sector, it does not include contractor workers in the survey collection. Therefore, we are unable to assess the impact of the IR35 rule using PSE estimates as we do not observe movements in both contractor and employee numbers.
