You asked

FOI/2021/2545

1. I wish to request comprehensive statistical data setting out the numbers of accidents to UK pedestrians on pavements and footways designed for the use of pedestrians only, where wheeled vehicles, including bicycles, e-scooters and other micro mobility vehicles, were involved.

I would like the most up-to-date information available, along with the five to ten previous years' figures.

2. In addition, I would appreciate a detailed breakdown of the wheeled vehicles themselves, indicating accident numbers for each specific type, e.g. bicycle, electrically assisted pedal cycle, rental e-scooter, privately owned e-scooter, or other form of micro mobility vehicle.

3. Finally, I would appreciate the widest coverage of the UK possible, broken down into the most detailed and informative format that you are able to provide, whether constituent nations, regions, or local authority areas.

Thank you for your enquiry.

Unfortunately, we only hold mortality data related to accidents. The Royal Society for the Prevention of Accidents (RoSPA) or the Health and Safety Executive (HSE) may also be able to help with further accident statistics. Mortality data caused by accidents

We are responsible for the production of mortality data for England and Wales, driven by information collected from the death certificate at death registration. National Records Scotland (NRS) and Northern Ireland Statistics and Research Agency (NISRA) are responsible for statistics pertaining to Scotland and Northern Ireland. Therefore, unfortunately, we do not hold the requested data for the whole of the UK. Should you wish to contact NRS and NISRA, their contact details are foi@nrscotland.gov.uk and info@nisra.gov.uk respectively.

Please also not that we do not hold the specific type of vehicle involved in the accident, as this information is not recorded on the death certificate.

ONS mortality data comes from the information collected at death registration. All of the conditions mentioned on the death certificate are coded using the International Classification of Diseases, Tenth Revision (ICD-10). From all of these causes an underlying cause of death is selected using ICD-10 coding rules. The underlying cause of death is defined by WHO as:

a) the disease or injury that initiated the train of events directly leading to death, or

b) the circumstances of the accident or violence that produced the fatal injury

Using ICD-10 code lookuphttps://icd.who.int/browse10/2016/en#/V06, V01 -- V09 are used for pedestrians involved in a transport accident.

  • V01 - Pedestrian injured in collision with pedal cycle
  • V02 - Pedestrian injured in collision with two- or three-wheeled motor vehicle
  • V09 - Pedestrian injured in other and unspecified transport accidents
  • V09.0 - Pedestrian injured in nontraffic accident involving other and unspecified motor vehicles
  • V09.1 Pedestrian injured in unspecified nontraffic accident
  • V09.2 Pedestrian injured in traffic accident involving other and unspecified motor vehicles
  • V09.3 Pedestrian injured in unspecified traffic accident
  • V09.9 Pedestrian injured in unspecified transport accident

Our NOMIS webservice will provide registered deaths involving the above ICD-10 codes in England and Wales from 2013 -2019. 2020 data will be available after the publication of the Deaths Registered Series in July 2021. We have also pasted this data in the table below:

Further disaggregation is available on NOMIS, including by local authority and regional geography, age and sex. Please refer to the bottom of this webpage for instructions for how to use our NOMIS webservice, or contact us on Health.Data@ons.gov.uk for further guidance.

Should you wish to procure further analysis on this topic, we may be able to create a custom output. Information on deaths by specific ICD-10 code and geography,  along with other special extracts and tabulations of mortality data for England and Wales are available to order (subject to legal frameworks, disclosure control, resources and agreements of costs, where appropriate). Such enquiries would fall outside of the Freedom of Information regime and should be made to: Health.Data@ons.gov.uk.
