I have some trouble understanding just who exactly qualifies to be counted out as emigrating. I have looked at your site for information, the one aspect which seems clear is that it includes those departing the country for more than a year.

Could ONS clarify who exactly qualifies to be regarded as counted out in the net figure?

Would this include only British citizens and passport holders? Does it include people in and out of the EU mainland under their Freedom of Movement rights? Would it include those leaving after visiting for business, visiting families, and tourism, with and without visa's? A departing traveller may not fulfil their given reason for travel and are free to return at their discretion as regards being counted out. Are those counted out for net inclusion, included in the gross numbers if and when they return to the UK?

How are the many travellers passing out through our borders are actually categorised as to their reasons for travel?
