I want to request, under the Freedom of Information Act 2000, access to the SPSS (.sav) files or other raw data formats (if available) used to produce this publication: Disability and Education, UK, 2021.
If the files are not available via FOI but are accessible via an alternative route (e.g., Secure Research Service or UK Data Service), please advise me on how I might proceed.

We are not able to disclose raw data in response to your FOI request, as this contains information that would allow individuals to be identified. We are subject to Section 39 of the Statistics and Registration Service Act 2007 (SRSA), which prohibits the disclosure of information held by our organisation for statistical purposes that would identify an individual, living or deceased. As we are prohibited by law from publicly releasing information in which individuals can be identified, Section 44(1) of the Freedom of Information Act 2000 (FOIA) applies.
However, as an alternative, we do make de-identified Annual Population Survey microdata available to accredited researchers via the Secure Research Service. Information on how to apply to become an accredited researcher can be found on the ONS website. If you have any queries about this process, you may wish to contact life.course@ons.gov.uk.
