We said

Thank you for your enquiry regarding perpetrators of sexual assaults by penetration. The data we publish does not exactly match what you have requested.

We publish statistics taken from the Crime Survey for England and Wales and crimes recorded by the police. The statistics we publish focus on the victims of crime rather than the perpetrators. However, our recent publication “Sexual offending: victimisation and the path through the criminal justice system” uses a wider range of statistics from across the crime and criminal justice system and provides some information on perpetrators of sexual offences in England and Wales.

Tables that would be useful to you are the Ministry of Justice appendix tables which present data on prosecutions, convictions and sentencing for sexual offences in England and Wales. Table 2 provides the number of defendants proceeded against, broken down by sex. However, we only hold this data for the year ending December 2017. For more information on these statistics or data for previous years, you can contact the Ministry of Justice at the following email address: statistics.enquiries@justice.gov.uk

The Home Office appendix tables might also be useful to you. Table 6 provides the number of persons arrested for notifiable sexual offences from 2012 to 2018, broken down by gender. This is not, however, broken down by type of sexual assault and therefore does not provide information on assault by penetration. For more information on these statistics, you can contact the Home Office at: CrimeandPoliceStats@homeoffice.gov.uk

Additionally, the Crown Prosecution Service publishes data on rape prosecutions by gender of the defendant as part of their annual publication on Violence against Women and Girls. You can find data from 2009 to 2018 under the 'Rape key findings' tab. You may wish to contact the Crown Prosecution Service for further information on this data at: enquiries@cps.gov.uk.
