Thank you for your request.

Unfortunately, we are not able to provide you with all the information you have requested.

There are two main sources of crime data; police recorded crime and the Crime Survey for England and Wales (CSEW)

Data on 'Causing sexual activity without consent' offences which are recorded by police are presented In Table A4 of the Crime in England and Wales: Appendix tables. This data is available from the year ending March 2005 to the year ending September 2020. However, this data is not presented by victim or perpetrator characteristics.

The category of 'Causing sexual activity without consent' was added to the total category of any sexual assault (including attempts) identified by the CSEW for the year ending March 2016 to the year ending March 2018. This data is presented in Table 2 of 'Sexual offending: Crime Survey for England and Wales appendix tables'. This is the latest data available for this category. Additionally, this category is not directly comparable with offence 22A 'Causing sexual activity without consent' in the Home Office Counting Rules (HOCR), of which data is presented in Table A4. This is because offence 22A has a wider definition than is covered in the CSEW.

The category of 'Causing sexual activity without consent' is not used in the collection and presentation of sexual offences captured by the CSEW in the latest survey years; years ending March 2018 to 2020. The categories used for the latest release are 'assault by penetration', 'rape' and 'sexual assault'. Definitions of these categories are available here.

Information from the CSEW on the amount, type and nature of sexual assault by rape or penetration (including attempts) experienced since the age of 16 years is presented within the Nature of sexual assault by rape or penetration article, based on data from the year ending March 2020.

The tables published alongside this release provide a breakdown of the age and sex of perpetrator of rape or assault by penetration (including attempts) experienced by adults aged 16 to 59 since the age of 16 years, by sex (Table 3 and Table 4). These data are based on combined CSEW years ending 2017 to 2020 to create a larger sample size for analysis. However, even with combined data not all breakdowns are available due to low counts for female perpetrators. This data is not available back to 2016 as these questions are only asked every three years, in the 'Nature of sexual assault' module of the survey.

Police recorded crime data is collected and managed by the Home Office, who are also contactable via e-mail and may be able to help you further with your request. Their e-mail is CrimeandPoliceStats@homeoffice.gov.uk.
