Thank you for your enquiry. Crime statistics published by us generally relate to victims rather than offenders of crime. We do not hold information on arrests or convictions.
The Ministry of Justice publish data on convictions in a quarterly release of criminal justice statistics. The latest release was published in May 2018 and included data covering the year ending December 2017. The Ministry of Justice have also released a data tool. These experimental statistics of criminal justice outcomes by offence code would give you a breakdown of ‘possession of an offensive weapon’ between 2013 and 2017.
The Home Office publish arrest statistics within their annual Police powers and procedures England and Wales statistics releases. Table A_02 from the tables published alongside their most recent publication covering year ending March 2017 provides a breakdown of arrests by offence type, compared with the year previous.
