This is dependent on the form. There are three types of forms. The most common form, the household form, would be completed by the householder, an individual form would be completed by the said individual and forms designed for communal establishments would be completed by the person responsible for that establishment.

I do not understand the meaning of ‘subrogation’ in this context, as there is no ‘debt’ in relation to census questions. However you may view previous census questionnaires online.

Census information is held securely, and it is government policy that census returns remain confidential for 100 years, therefore no provision is made for individuals to access their own census information. Under Data Protection Legislation data subjects do have a right of access to their own personal data, however there is a qualified exemption for this right if the information is collected for statistical purposes, which is the case for Census data. You are free to take a copy of your census return before submission.
