Earlier this year, the government published an Explanatory Memorandum to the Land Registry Trading Fund (Revocation) Order 2020 (No 118) [1]. This document states:

"In 2018, the Office for National Statistics undertook a review of the sector classification of HM Land Registry, at the request of Eurostat, the Statistical Office of the European Union, and in accordance with the provisions of the European System of Account 2010. The outcome of the Office for National Statistics review was that HM Land Registry should be classified as part of central government. HM Land Registry's new classification means its trading fund status is incompatible with the Clear Line of Sight arrangements that are in place with Parliament."

Please could you send me a copy of this sector classification review, and of any other sector classification reviews completed since 1 July 2010?

On 28 February 2020, we published the latest Public Sector Classification Guide. This guide lists current and former public sector bodies that we have classified and provides "Historic updates", which detail all classification decisions published since August 2011.

Prior to August 2011, classification decisions were published separately from the Sector Classification Guide. For ease of access, all published classification decisions between 01 July 2010 and 31 July 2011 are available in a single document attached. Names have been withheld from the documents as they are considered personal data that are exempt from disclosure under s.40(2) of the Freedom of Information Act (FOIA) 2000.
