You may be aware that ONS colleagues supported the information in the report by Public Health England to HM Government: COVID-19: Review of Disparities in Risks and Outcomes, released on 2nd June 2020.

I made a FOIA request to Public Health England for further details related to that review report namely the following information:

'My specific FOIA request to you is regarding the 'other places' statistics in Table 7.1 page 59 using data up to 7th May. 'Other places' statistics shown were 2406 1674 1.4 732 291 39.8% respectively.

I would specifically request that a breakdown of the 'other places' data is sent to me.

Ideally this would add any further excess mortality data since the mid May analysis if there was concern over small numbers in any category of place.

My request would not require further explanation if numbers were so small that it might lead to identifying individuals. I would be satisfied with a table that had specific categories that had numbers of deaths above 20 cases. There are a range of more specific categories under 'other places' such as prisons, detention centres, younger adult group homes and (non-care home) grouped accommodation for elderly people.'

The FOIA reply from Public Health England stated that they have not conducted such an analysis and that ONS are in fact the original data owners.

I would be most grateful if you could advise me if ONS has conducted the above analysis hitherto and send me the details, or indeed if they would be prepared to undertake this particular sub-analysis of that 'other places' category.

We have published the following publications relating to COVID-19 deaths and where these deaths occurred:

Deaths registered weekly in England and Wales, provisional: week ending 31 July 2020 which provides provisional counts of the number of deaths registered in England and Wales, including deaths involving the coronavirus (COVID-19) pandemic, by age, sex and region, in the latest weeks for which data are available.

Number of deaths in care homes notified to the Care Quality Commission, England which provides provisional counts of deaths in care homes caused by the coronavirus (COVID-19) by local authority. Published by the Office for National Statistics and Care Quality Commission.

Death registrations and occurrences by local authority and health board which provides provisional counts of the number of deaths registered in England and Wales, including deaths involving the coronavirus (COVID-19), by local authority, health board and place of death in the latest weeks for which data are available. This includes data relating to place of death.

Unfortunately, we would be unable to provide you with further disaggregation 'other places' in our publications showing the where COVID-19 deaths occurred in answer to your FOI request. In order to fulfil this request, we would need use a high-level statistical skill and judgement in order to create bespoke analysis for you. Under the Freedom of Information Act 2000, Public Authorities are not obligated to create information in order to respond to requests. We therefore consider this to be information not held.
