Article explaining the decision to reclassify, for National Accounts purposes, Further Education Corporations and Sixth Form College Corporations in England from the General Government sector to the Non-Profit Institutions Serving Households (NPISH) sector from 1 April 2012.

This article presents a description of what generational accounts are and how they might provide indications of the sustainability of fiscal policy. Generational accounts also give indications of intergenerational equity, because they can be used to examine whether future generations may have to pay a higher tax rate than current generations if current polices on spending by government which benefits individuals directly, social benefits including health and education spending, are maintained. Such calculations require forecasts across a range of demographic and economic variables. The article provides the methodological background for work which NIESR are doing for ONS to provide a set of generational accounts.
