A headline carried by some newspapers and websites today - 'ONS: Drunk Rape Victims 'To Blame'' - is highly misleading.  The views expressed in the Crime Survey for England and Wales were those of respondents to the survey, not the views of the Office for National Statistics. Only a small minority of respondents to the survey - around one in 12 - believed sexual assault and rape victims are to blame if they are either drunk, under the influence of drugs or flirtatious with the offender.
