Overcrowding and Under-occupation in England and Wales
Occupancy ratings by household type in England and Wales, 2011 Census analysis. An occupancy rating shows whether a household is overcrowded or under-occupied. The analysis revealed that out of 23.4 million households, 1.1 million (4.5%) were overcrowded and that overcrowding was most likely to occur in socially rented (8.7%) and privately rented households (8.6%), compared to owner occupied (2.3%). However, most households (16.1 million) were under-occupied and 6.2 million had bedrooms at par with the standard. Owner occupied households were most likely to be under-occupied (82.7%), compared with privately rented (49.5%) and socially rented households (39.4%).

Living arrangements of those resident in households are also analysed as an alternative to legal partnership status, including those cohabiting who are not in a legal partnership (living arrangements for those living in communal establishments are not recorded). What does the 2011 Census tell us about concealed families living in multi-family households in England and Wales?
This analysis presents a summary of concealed families in England and Wales using 2011 Census data. A concealed family is one living in a multi-family household in addition to the primary family, such as a young couple living with parents. Each family is assigned a Family Reference Person (FRP). Where there is more than one FRP in the household, the Household Reference Person (HRP) is chosen from the FRPs based on economic activity and then age, and finally order on the census form. The HRP is normally therefore the oldest full-time worker in most households and identifies the primary family in the household. Analyses of concealed family types and change over time are reported at the national, regional and local levels.
