The report is the first snapshot of life in the UK to be delivered by the Measuring National Well-being programme and will be updated and published annually. DFLE adds a dimension of quality of life to LE estimates, providing users with a summary measure of population health. DFLE can be used as a high level outcome to monitor health improvement, effects of policy change at national and local level, and to support service planning across sectors, such as health, benefits and pensions. This bulletin updates a previous article and presents the second in a series of annual estimates of LE and DFLE at age 16 across English regions and LADs, for men and women during the period 2007-09.

This article examines the characteristics of foreign-born people living in the UK, how they differ between regions and countries, and from people that were born in the UK. Demographic, social and economic characteristics are examined using data from the Annual Population Survey, 2009 (APS). The article comprises two sections. The first section explores each characteristic individually, looking at how the foreign-born population differs to UK-born population, comparing across regions. The second presents a profile for each of the English regions, Wales, Scotland and Northern Ireland.
