Development of coverage assessment and adjustment methodology

The proposed strategy and resulting methodology for 2011 Census coverage assessment and adjustment were proposed and developed in a series of communications:

The aim was to significantly improve upon the 2001 One Number Census (ONC), and use it as the basis of an improved coverage assessment and adjustment methodology. The article also outlined the key areas of innovation for the 2011 strategy and the options that were considered in order to develop the final strategy.

An important part of the strategy was to ensure that key users understood the methodology. ONS held workshops and presentations for users across the country.

An independent review of coverage assessment, adjustment and quality assurance for the 2011 Census, was lead by Professor Ian Plewis from the University of Manchester. ONS responded to the recommendations in a series of working papers.
