The UN publication ‘IMTS Concepts and Definitions’ provides worldwide guidance on the methodology for the production of trade statistics. The booklet was last revised in 1997/8 and requires updating to take account of the following changes:
- the way international trade is conducted
- the legal environment, the simplification of customs formalities
- related statistical frameworks, in particular National Accounts and Balance of Payments

user needs
as well as the need for further clarification of existing concepts.
HMRC is participating in an Expert Group, set up by the UN to ensure active country involvement. In order to contribute to the worldwide view, HMRC will be consulting with its key stakeholders regarding specific proposals. Responses are encouraged by the 20 June 2008 at the latest.
