Are there any restrictions to applying for the data?

IDBR data comprises of administrative and survey data - therefore access is dependent on meeting the legislation under which the data were collected.

Once the administrative data are combined with the survey data, the resultant data source is protected by the Statistics of Trade Act 1947. Section 9 of the Act allows ONS to supply other government departments with information relating to individual undertaking for statistical purposes, as defined in the National Statistics Code of Practice, Statement of Principles, and associated protocols, when in receipt of a Ministerial Direction.

Different legislation applies to the release of IDBR data to local authorities. Also, the data must:

  • not be processed to support measures or decisions with respect to particular businesses

  • not be processed in such a way that damage or distress is caused to any individual business, and

  • only be used for statistical purposes

For further guidance on this please download the Data Disclosure Provisions document.
