Estimates of the number of people in full-time employment and part-time employment are available at data Table EMP01:
http://www.ons.gov.uk/ons/rel/lms/labour-market-statistics/january-2013/index-of-data-tables.html#tab-Employment-tables
Estimates are available for rolling three month average time periods back to 1992.

ONS does not regularly publish estimates of underemployment. However a short article on underemployment was published on 28 November 2012 and is available at:

The information you request regarding income is not immediately available. However it can be produced as an ad-hoc analysis if you contact ONS at earnings@ons.gsi.gov.uk.
